After the arrival of the great ruler, first he removes the existing population (( or what has left from it after the invasion of enemies )) and he expropiated the whole land, and then he shall declare : the new borders of the holy land, the portions awarded to his renewed tribes, a new location for a great world-city of 144,000 inhabitants, and last but not least a good location for his own temple on a very high mountain.

When you are familiar with Ezekiel 45:1 to 48:35, it's clear that not all measures are exact given. In fact, the prophet Ezekiel let to us a real puzzle. Result : the bible-translators had much fantasy. But let us make a long story short, because the missing measure-unit is a metric one, namely : the roman "vadem". A vadem is exact equal to 2 meter. Further, has been given that all the 12 portions of the tribes have an equal with, as well an equal length too.
How to work ... ??? It's not so very difficult. You need a touring map of Israel ; scale 1:200,000 is good. When we draw 2 parallel lines from north to south, on the map of Israel ((( AD 1982 ))), then we find a shift of 75000 meter or 37500 vadem, between the Mediterranean Sea and the Dead {salt}-Sea. That is very important, because of the great square between the portions of Judah and Benjamin. When we know the length of the portions, there are some options about the with, namely : » 25000, » 20000, » 10000, » and » 5000 vadem. Other values are not proposed. However the whole puzzle must be fit on the existing map of Israel ((( AD 1982 ))). To make 12 portions, we have a room of ± 195 kilometer minus the square of 75 kilometer, that is ± 120 kilometer divided by 12, so that makes portions of ± 10 kilometer. That fits to 5000 vadem !!!
Temporary conclusions about the measures maybe :

2 » the measure from north to south is 195 Km or 97500 vadem ;

For the believers ((( jews + christians ))) who are deported to the land, the circumstances for are very good. After the accommodation in the desert CONCENTRATION-CAMP, they become to live in a near-real paradise. They shall get a lot of land there, but not for them alone :
who have settled among you and who have children ; you are to consider them as native-born Israelites ..."( :23 )"... in whatever tribe the alien settles, there you are to give him his inheritance, declares the sovereign ruler ..."

However, this forced but peaceful coexistence, has so many advances, that the life there shall be not only good but also very easy :

A difficult case, is the special zone or restricted area, because this area contains the extended jerusalem-function. Only the prophet Zachary calls it "Jerusalem" :

These large amount of rare & precious building-materials should be very deep mined at the excavation of old Enoch ((( = the pre-ancient city, which was entombed by the great flood, and where soon the aliens shall search for their Atlantis-roots ))). The new world-city, called " The Ruler is There ", appears to Ezekiel as a square of 4500 by 4500 vadem, that is : 9 by 9 kilometer. The city has 12 gates. ((( Attention for the bible-dummies » these city is NOT the same as : the city with the 12 gates in the Apocalypse !!! - do confirm the measures and the other differences )))

NB : » when I look to the spot on the map where this new city shall raise, then I see a cluster of seven hills, { whereon built yet, some villages like Beitunya, now } ; the book Revelation or the Apokalypse gives attention to such an end-times city built on seven hills : the great Babylon !!!
Perhaps, the humanists will call it : "The raised Atlantis". The lot where the city is built on, has a measure of 10 by 10 kilometer. Next near the city are two fields of 10 by 20 kilometer each, where the aliens will grow the food, oil, an wine to maintain the inhabitants. The complete lot has a measure of 10 by 50 kilometer.
Near north of the city-lot, we shall find the lot awarded to the renewed tribe of : Levi. Te lot is 20 by 50 kilometer. The selection of the new "levites", will be based on the characteristics of the old.
The old levites were :

However, more important is the temple of the ruler on mount Ebal. These holy site is situated within the lot awarded to the new tribe of : Sadok. The lot of "Sadok" is 20 by 50 kilometer. The old sons of Sadok, they were a special selection within the levites, who where : straight by the doctrine !!! The renewed, sort-out by the same criterion, shall live there spacious, and inherit the sanctuary. Regarding this new sanctuary, the prophets are mostly talking about "Sion" or "mount Sion", or "my holy mount", or "the mount of the ruler", because of the special function of these holy temple-site :
By us in Holland here, we should be obligated to sent our minister of foreign affairs, : Van Mierloo, {or his successor}.
There at these holy site, the prophet Ezekiel is doing some very strange and disrespectful. He starts a murder investigation in french style :
Here only a short snip. About 32 times he measures something. But why ... ??? Even when the old israelites constructed a building, they did NOT MEASURE anything !!! And, when you are measuring at a holy place, will suggest that there are something very wrong ???
The solution is simple : » by measuring, and measuring, and measuring, the prophet referred to the old law of Deuteronomy 21:1 to 7, where the levites are designated to set-up a murder investigation. Ezekiel was a levite, and the levites had to exercise functions as police and army.
But why to set-up a murder investigation at such a very special "holy place" ??? The prophet does not tell us, because he let us discover the mystery. And here is a strong biblical rule, namely : » when you solve an enigma {in the bible}, you shall find a new mystery behind it, and so on. Maybe the book Revelation, the Apokalyps, contains the final answer ??? I am sure about ... !!!
